Yes. Wisconsin has no state-level restriction on surcharging, so the rules that bind you are federal and card-brand: credit cards only, a separate line item on the receipt, notice to the networks before you start, and a surcharge that does not exceed your cost of acceptance.
No more than your actual cost of acceptance, and the card networks apply their own ceiling on top of that. In practice this lands most Wisconsin merchants in the same range regardless of what their processor quotes.
Milwaukee's combined rate is 7.9%, higher than the rest of the state because of the city rate added on top of the state and county rates. The POS has to be set to the city rate rather than a Wisconsin default, and we verify it against your first close.
